Then it became  a law  to carry one in many European countries.
Last year it was  recommended  that you have a jacket for each passenger.
NOW IN FRANCE You have to have a  jacket for each passenger and carry  them inside the car not in the  boot in case of  an emergency stop in the National or Autotoutes
